Welcome to Policy Events. Over the next two weeks, we see events on a number of topics including India’s transition to natural gas, cyber power, the CCP at 100 and better management of the US-Mexico border. There are also a couple of interesting book talks, one focused on the life of Osama bin Laden and the other describing how the war on terror led to the Trump presidency.

The Role of Natural Gas in India’s Energy Transition
Natural gas is one of the big bets for India’s energy transition. Multiple efforts, including large-scale investments, have been undertaken to increase the share of natural gas in the primary energy mix to 15 percent by 2030. However, moving to a gas-based economy would have implications on the country’s jobs, growth, sustainability, and decarbonisation objectives. The following session, includes a discussion of natural gas in India’s energy transition story, the ‘one nation, one gas grid’ vision, and the uncertainties related to this future. The session will also mark the launch of a new working paper, ‘India’s Natural Gas Future Amid Changing Global Energy Dynamics’.

What is Cyber Power, and Where is it Going?
Over the last 20 years, cyber capabilities have become a formidable new instrument of national power. As well as using such capabilities to obtain state secrets, states have used them for a range of other, more threatening purposes, making cyberspace a key and risky new environment for statecraft and competition, as well as a major domain for organised crime; since 2017 there has been a particular surge in reported losses from ‘ransomware’. It is against this backdrop that the concept of ‘cyber power’ has emerged. Marcus Willett, who developed the methodology for assessing cyber power used in the recently published IISS report, 'Cyber Capabilities and National Power: A Net Assessment', will join James Crabtree to consider the nature of cyber power and how it might evolve.

Nation to Nation: Scotland’s Place in the World
Throughout history, Scotland has been an actor in European and global affairs, both as part of the UK and as an independent country. As a result, it has developed a significant foreign policy footprint, despite not having a foreign ministry. Today, Scotland stands at a crossroads over its future, largely because of the decision of a majority of voters in England and Wales to back leaving the EU in 2016. The coronavirus pandemic and the recent 2021 Scottish Parliament election results have brought these questions into sharp focus. There is a fundamental division in Scottish politics between those who see Scotland’s place as an independent EU member state and fully part of the international community, and others who think Scotland is best served by remaining part of a larger, more established entity in the UK. In this webinar, Professor Gethins will set the scene for one of the most important debates and dialogues that Scotland is likely to face for a generation. Combining his knowledge from years of work in the field with insights from political, cultural and academic figures who have been at the heart of foreign policy in Scotland, the UK, Europe and the US, he will explore how Scotland’s unique relationship with the rest of the world has developed over the years and how it manifests itself today.

Reign of Terror: How the 9/11 Era Destabilized America and Produced Trump
For an entire generation, at home and abroad, the United States has waged a war on terror. Fighting it has produced neither peace nor victory, but it has transformed America. A politically divided country turned the war on terror into a cultural and then tribal struggle, first on the ideological fringes and ultimately expanding to open a door for today’s nationalist, exclusionary resurgence. In Reign of Terror, journalist Spencer Ackerman argues that war on terror policies laid a foundation for American authoritarianism. In Ackerman’s account, Barack Obama’s failure to end the war on terror after the killing of Osama Bin Laden allowed cultural polarization to progress and set the groundwork for Donald Trump’s rise to power. As we approach the 20th anniversary of 9/11, please join us for a discussion of how the war on terror transformed the United States and the prospects for moving away from its divisive excesses.
