EQUALITY OF OPPORTUNITY: What role for educational policies?
Equality of opportunity is a widely shared ideal in Western societies. While most people are willing to reward hard work and effort, they strongly oppose differences in outcome due to predetermined circumstances, such as race, parental background or gender. In this panel debate, we will discuss the role of educational policies throughout the life cycle, from early childhood to adult learning. Which features of current educational systems and of social investment policies are the biggest inhibitors to equal opportunities? What are the most promising policy changes that we see today? How does the COVID-19 crisis affect educational opportunities and what can we learn from the policy responses of the different EU member states? Arnaud Lefranc and Larissa Zierow will share insights from their work on the IMCHILD research project. Sara Baiocco will complement the discussion with her experience working on adult learning policies.

The Inter-American Dialogue engages our network of global leaders to foster democratic governance, prosperity, and social equity in Latin America and the Caribbean. Together, we work to shape policy debate, devise solutions and enhance cooperation within the Western Hemisphere.
Since 1996, the conference has brought together more than 1,000 world leaders to debate and discuss the most pressing developments facing the Americas. For the first time in its twenty-four year history, the conference will take place online over the span of three days. We will create an important space for leaders to discuss how to best confront the global challenges brought about and exacerbated by the coronavirus pandemic and play a key role in shaping debate and policy in a new reality.

Is it time for universal child benefits?
Governments worldwide are relying on cash and tax transfers to households with children in response to the COVID-19 crisis, amid growing calls to strengthen and expand cash transfers and social protection. Universal child benefits (UCBs) can play a critical role in reducing poverty and inequality while promoting social cohesion and public support for social protection. This live digital event discusses key issues and emerging lessons concerning the challenges and trade-offs policymakers face when introducing or expanding a child benefit; the administrative and political economy implications of universal versus narrowly targeted approaches; policy financing options; and the effectiveness of alternative child benefits, including in crisis contexts.

A New Direction for U.S. Policy on North Korea
Since the February 2019 Hanoi Summit failed to reach an agreement, the United States and North Korea have been mired in a diplomatic stalemate with minimal negotiations. The next U.S. administration, whether Republican or Democratic, will have the opportunity to break this deadlock with a North Korean regime that is increasingly confident in its nuclear capabilities but still insecure about its longevity. Join USIP for a discussion with experts on what Washington has done right and wrong on North Korea and what new strategies and options the next administration should consider in dealing practically with North Korea to make real progress.
